it seems that if you did not finish the wintersday quest BUT have finished eye you can get tharkary to show up.
IF you ONLY did the wintersdays quests and have NOT finished eye--he will show up too.

so its seems there are 2 ways to get him to show up, as many have posted for both ways.

Necromancer: Didnt finished EOTN, didnt participate in wintersday -> No appearition on HoM.

Assassin: Finished EOTN, didnt participate in wintersday -> Appeared on HoM.

Necromancer (Girl): Didnt finished EOTN, didnt participate in wintersday -> No appearition on HoM.

Warrior: Part of EOTN done, didnt participate in wintersday -> No appearition on HoM.

Pretty much finishing EOTN as prerequisite.
Warrior even has central chamber map and so, doesnt matter.

Maybe just Vanguard part needed?

I will say it again...I have a character who has NOT finished eye---only has gunnars hold, yet did ALL of the wintersday quests and was able to get tharkary to show up....finishing eye is NOT a prerequisite IF you have done the wintersday quests. (I also have 2 mules that ONLY did the wintersday quests: they have done NONE of the eye quests--finished none of it-- other than the one to get you there---they BOTH have thakary showing up)

so EITHER:

finished eye

OR

completed all the wintersday quests.

I will vouch for this 100%. As I have said earlier, I completed the Wintersday Quests on my Warrior, and have NOT completed EotN. I went through the entire Thackary/Gwen thing up to and including Thackary appearing Outside asking for stuff with her.

I have done both wintersday quests and eotn so Lieutenant Thackeray spawned in hom. I watched all the dialogs then went out and talked to him about the things he needed. I brought him the ones which give you Paper Wrapped Parcels after that i watched the last dialog in hom but the thing is that Lieutenant Thackeray is still appearing outside eotn asking for stuff even though i have already given him and he has been rejected by Gwen... Is this normal?

Updated wiki with more dialoge that you get after you give him all the picnic items. No new quests or anything yetsofar.

Yes but you will get bags of random junk.

I have completed the Thackray thread on my warrior and my monk, my warrior has done everything, my monk has finished Factions, NF andf that is it, has not completed Proph or EoTN or the Wintersday quests and no problems. I did it on both chars solo.

I have done this on 3 chars, they hav complete wintersday stuff and eotn, 2 of which havent beaten all camps. I have some chars that havent beaten eotn and did winters stuff that havent been able to complete this

Just checked, the character has the following open on the quest list:-

The Missing Vanguard (spoken to Gwen and travelled to Longeye, but not done Warband of Brothers yet)

Knowledgeable Asura (spoken to Vekk and travelled to Vioxxen but nothing else)

Northern Allies Done Curse of the Nornbear and travelled to pick up the "optional" parts but nnot done them.

FYI Its a NF char (para) is past Dragons Lair in Proph, to House/Cavalon in Factions and to Jennurs Horde in Nightfall (wonder if the char has to be ascended to get the quests?)

Now the character had interacted with Thackeray at Wintersday as I did the first (easy quest running with the 3 items) but did not do the full set... perhaps its just that first interaction that is relevant rather than doing all the Wintersday quests??

I think I have decided.. its what Microsoft would call - an added "feature". It is confusing to be sure, but I have about 60 chars to test it on so hopefully by trial and error we'll figure it out

Thackeray seems to be slightly bugged. D: Seems that if you give him stuff when your inventory is full, you won't get anything in return but it still counts as though you've given him the item eventhough the item isn't rremoved from inventory.

Had this happen when I brought him 12 votive candles & forgot to clear my inventory. I got the 'thank you' dialogue but still had 12 candles in my inventory. When I freed up a slot and spoke to him again, I got a sack of random junk instead of a parcel eventhough he hadn't taken any candles from me prior to this. D: Has anyone else encountered this?

It is NOT necessary to give Lt. Thackeray all 'premium' items to unlock the final conversation with Gwen. I gave him:

Drinks:
-Dwarven Ale (did not have the Hard Apple cider)
Food:
-Drake kabob
-Sweets:
Chocolate bunny (did not have the Birthday cupcake)
And the Votive candles (+ some items he refused)

That was enough to unlock the final conversation.
